Создаёшь ярлык для hldsupdatetool.exe , потом берёшь путь к exe'шнику в кавычки ( "C:\hlds\hldsupdatetool.exe" ) и добавляешьэту строку -command update -game cstrike -dir c:\hlds в конечном итоге получается так "C:\hlds\hldsupdatetool.exe" -command update -game cstrike -dir c:\hlds . И жми "Применить".
